When I’m having trouble with a certain wildlife I will intentionally go to “advertise” my garden under that section: it’s. Quick way to verify that you have the right set up as if you don’t - it will not let you post , so then you can figure out what is missing (I kept trying to attract and olinguito and realized it doesn’t eat veggies only tropical fruits..)

The herbs to atteact the Hare are under the Herbs tab in the seed shop.  You're level 10 so will have access to them.
