The rocking horse fly, is a helper card only, to tell you that a particular card isn't the right one for that spot. So for instance right now the white rabbit is telling you no matter what position you have put the 9 in it's too low to attract a Dodo, Lory, or Mouse. You want to attract 10 of each of those critters, and spot 3 so you can move onto the next level of Alice.

As long as  you have 4 cards in your garden you will get card guys. To attract anything else there should only be 3 cards. I'm happy to help. I'm going to need all new cards I think, mine are turning out to be too low. I'll be hunting. 😉😉

I discovered this morning, that my card set attracted 3 Dodo's. I see you had a lory come to your current set up, leave it for at 2 feeds to see if you get more before you change the cards. I know the directions in the guide say only 1 will come but something must of changed. Just thought I would share that discovery with you. Good luck!
