Do you want to do complete rainbow of fish?  You are on the right track getting the red pondweeds.  If you want the 10 red snappers to be spotted then you need to
1- remove the coral and replace it with a flowering forest ruby plant to deter the guppies. 
2- remove the agaric mushroom 🍄 and replace it with a fully grown supershroom to keep the mermaids away
3- The two red pondweeds are fine.  One red pondweed has to be harvested to level up.

If you want to do the coral 🪸 bottom dwellers it’s recommended not to attempt that until the rainbow of fish are finished.  The reward for finishing rainbow of fish are the rainbow rocks.  You can plant a mushroom into the rainbow rocks and it will be instantly ready for harvest.  The rainbow rocks are needed to get through bottom dwellers.  Otherwise it would be impossible.

You are completing the Gone Fishing quest by attracting the watery seadragon, red guppies. Etc?  You need two each of five different fish spotted.  It can be done the way you are doing it.
