There's a couple ways to get Frogspawn:
An underwater set is tadpole, froglet, UW Frog (inc Ghostly)
5th Frog drops spawn

1 - You get land Frogs from the number of Underwater sets you have spotted in other gardens.
2 - You get Underwater Frogs from the number of Underwater sets spotted in your garden.
