For the Praecocia plants you have to get the coloured flowers, not grey ones, and to do that you have to plant them in the correct pots.
For your garden ID, which ends 8591, you can get either
Yellow Rosa using the Coconut Pot or
Indigo Rosa using the Upturned Mushroom pot.
In the next level you'll be asked for a Tulipa Praecocia, which also needs the correct pot. You can get
Orange Tulipa using the Alchemy Pot or
Violet Tulipa using the Old Bottle.
