RFH is Ready For Harvest. which means it has finished its growth cycle.
Some critters require a flowering/fully grown plant to attract.
Some can be spotted both fully grown and RFH plants.
Some require a RFH plant to attract.
But nothing is attracted to a happily growing plant.
So if you have enough Blue Diamonds and convert them to Diamond dust, then you can dust/sprinkle your plants with Diamond dust and every sprinkle will halve the growing time.
Once fully grown you can then convert Pink Diamonds to fruiting Dust and sprinkle to 1/2 the fully grown time. But a warning with this one. If using a super shroom or doing topiary trail. don't sprinkle fruiting dust. As you need all the time you can get with these options.

Flowering means fully grown.
