The poles are free from the Poles section of the pot shop.  There are two - the mammal pole and the bird pole - and they are part of the Quests.

You paint each section as you complete quest levels, starting with the mammal pole and then alternating as you complete levels.  You've completed level 1 so  you can put a mammal pole out in your garden and paint the first section.  When you complete level 2 you can paint the first section of the bird pole.

Each section attracts a different Extinct animal - your first section of the mammal pole will attract the Pyrenean Ibex.

You can paint the sections and attract that animal at any time after you complete the level :)
