Over hre in Germany everything school related is ruled by the different counties. Holiday times included. So we have 16 different counties that want to have summer holidays sometimes at the same time, sometimes at different times. The solution is some kind of rotation, so that everyone gets earlier or later holidays. Which is not that bad, because if you book a flight from an airport in a county which has no summer holidays (yet or anymore), you can save a lot of money. Our school system is pretty complicated, as you see *lol*
