Oh my goodness, questions on the first step!

I’m reading a guide to the Bottom Dwellers and first step states “Plant a frog deterrent (dulcia) and go underwater.” Sooooo does the dulcia stay newly planted or do I dust it to FG or does it need to be RFH?
