The very first (and then every 5th) Frog spotted in your garden will lay Frogspawn.
Right now you have attracted 3 tadpoles & 1 froglet.
You need another 2 tadpoles to complete 5 visits of froglets & frogs to lay spawn.
For this case, as a start you need to do 5 land frogs visit to lay spawns then go underwater to start your breeding.
But in order to have land frog to lay spawn, you need to spot at least 5 tadpoles, water froglets & water frogs if you have not done so.
