Well I thought that but I’ve spotted gold ones in other gardens that are only 80% complete 🤷🏻‍♀️

It will have been 100% to attract, then reverted to 80% as you spotted.  When it's spotted, one animal drops off the bouquet so it's back to 80% again

I don't know what you observed in other gardens but that doesn't attract gold critters.
Only with a Bouquet completed 12  hours ago you can attract gold wildlife.
