It looks like you don't have a Valentine Rose in your garden to attract cupids.

Special Behaviour for Cupids
If you have an empty "Glass Vase" in your Garden (this pot comes free with the Loveflower) and you spot a Cupid Mouse in another Garden, he will fire his arrow into your Garden, planting a beautiful Valentine Rose in your empty vase!

If you have an empty vase which comes with the love flower then put it in your garden and go hunt for a cupid mouse and he will plant a rose in your empty vase x
