You aren't due any underwater frogs at the moment because you haven't attracted tadpoles and froglets, you would need to get spawn on land and then go underwater

How many tadpoles, froglets and underwater frogs (including ghostly) have you spotted in other gardens?

Tadpoles 61, froglets 57, underwater frogs 49, adult frog 51

So you have 51 complete sets, adult frog on land doesn't count
You would need to go back on land so remove the underwater toadstool and attract land frogs, your 35th land frog will drop spawn and then you can go back underwater 👍
I would advise getting some tadpoles and froglets spotted at yours too so you will be able to get spawn underwater
