I really don’t know what I’m doing. I’m not trying to do the entire Alice in Fairyland I just need two Dinah cats to show up, for ☔️ ng cats and dogs quest.please help!

No, she's a Helper so comes to any setup where you have the three cards and the leftmost card is too high to attract the main character for the food you're using. You just need the correct suit to match the food you have.

For your heart cards, you would need tarts as food.
I guess you haven't completed the caucus race because then you can't get this.
If you want to attract dinahs, then you have to get at least one (or more diamond) card and put it on the left side. If you have comfits out and the card is too high, then you can attract dinahs.
