I think maybe he has delayed them a bit so as not to interfere with the sunflowers ? ... but surely most have grown them by now ?

Maybe it's to make sure people get all the sunflower pots they want? People always complain that they can't get the pots they wanted, even without other quests and wildlife popping up.

(And yes, I'm aware you don't have to do them all as soon as they come out - it's just a thought).
