Does the butterfly plant have to attract a butterfly to deter the cuckoo? I usually take the time to find a caterpillar but think I saw someone with a fully grown butterfly plant that wasn't attracting a butterfly for deterring the cuckoo so thought I'd ask here :)

No, it doesn't, it just needs to be fully grown :)

but I guess the benefit is being able to dust it to fully grown. how long does it take for the rainbow plant to be fully grown without dusting it? is it 2 hours?

No it is longer, 6 hours until fully grown.
I usually attach a worm because it is faster :)
