Yes, but the quest is tied to the release of the sunflower as it says in its listing: "Available only when the Sunflower is in the Gift Shoppe".

It's usually released a few days before July begins, but that's roughly accurate, yeah.

I don't think it needs changing, really, it's close enough - the exact date at the end of June would change from year to year, so it wouldn't be possible to make it super-specific.
