You can plant in summer if you want they will sell plants all year round, your best solution is to research on google best time to plant certain things.. Summer is the driest season of the year, unless you're up early and water in the morning before the sun gets hot, and water again in the evening you have very little chance of new plants surviving our heat waves in summer. I never plant in summer expect for my Cleric, seedling, and they get a bit of a mist spray and i cover them with Glad Wrap to work like they in a hothouse, as they are a vegetable that is planted in spring/summer so they ready for use in winter.  Water your rose thats looks dead every day it may just come back.
