I am trying to attract Toucans and I got them for awhile -but they were not spotted . I  have grown 4-5 herbs till they were RTH and still I get macaws .

The Wildlife Guide indicates that the herbs need to be FG to deter rainforest wildlife and that 2 is sufficient (provided you choose the proper ones).

An ideal Toucan setup would be:
1. FG herb (any)
2. FG herb (any)
3. ruby forest seed
4. enchanted ruby forest seed
5. enchanted ruby forest seed
6. feeding table (tropical fruit)
7. feeding table (tropical fruit)
8. mushroom (if you want, either pink cap or supershroom)
9. either another enchanted ruby seed or if you have access, the gnome feeding table (tropical fruit)

In addition, if you use more than one Forest Ruby for your setup, as you are currently doing. you increase the attraction for the Macaw  so would need more than two herbs to deter them 100%.  You will make it harder to attract the Toucans because of the increased attraction for the Macaws so ideally you'd want to get rid of the extra Forest Ruby as well as using two herbs.
