How do u get a jacket for my snowman

The jacket comes with the arms. So it's dropped by Arctic Fox or Reindeer. If you want a Santa jacket, that's always dropped by the Elf White Mouse (but your snowman won't be a Santa as he has the wrong hat and mouth). It's every multiple of five you spot in other gardens which drop the items.

hi Tiffany, your snowman is completed, so there is no way to add anything anymore.
A jacket would have come as an option for "arms" - there is only the santa jacket available, in some different variation.

I discarded the hat but when I spotted the critter that drops the hat I got the same hat back do u have to pick a different one ? If so how do u do that

It´s coincidence which item you get, you can´t choose. The only thing you can do is trying and trying again.
But once the snowman is completed, you can´t discard/change anything anymore.
