Does it matter if you attract 10 first vs spotting 10 to get the flower to change color. if so, do i need to just start that color again, or all the way back to red?

Once you have attracted ten to your own garden, every multiple of ten of that colour you spot in other gardens will change the colour of the flower.

If you have to start a colour again, and you've already attracted ten chameleons of that colour, you just need to spot in other gardens.

I did it in this order and flower did not change...
- spot 10 OC- attract 10 Orange Chameleons (OC)

You need to get them spotted in your garden first then find them in other gardens.

If you did the attracting first, was your garden then frozen when you spotted your next ten in other gardens?  If so, it wouldn't have changed the flower.
