Ming, you need to put the mammal pole out- you have the bird pole out. Once mammal pole is out, hover over and it gives you the option to paint the section

You just need to set your garden up for each type of wildlife like always, Kim.  You can check the wildlife guide anytime you need to know what plants to use.  The tortoise is attracted by the "fully grown" fructus randomus.  The hare is attracted by the "fully grown" thornbloom, sundragon, or mountain whisper herbs.

BTW:  Are you aware that you don't have to do the quests in order or even do them all?  You can pick and choose or do the same ones over again, if you like.  All that matters is that you collect the given number of scrolls...how you get them is irrelevant. :)
